bogging the engine is when you either start off driving and don't give it enough gas so it feels like, no matter how far you push the peddle, that it accelerates very slowly and shakes/rumbles a little bit. This situation can also be seen if you upshift too high. Like if you're going 15 and shift into 4-5.

Shifting like that will not damage your car. But an interesting fact is that if you compared gas mileage like you do to someone that floors the car and the cruises, the person that floors the car and then cruises will get better gas mileage. This is because you use so much more gas in the acceleration stage compared to cruising stage. Just something to think about.

This is for me, you may do things differently.

Accelerating just driving around (I shift into gear at listed speed):
1st: 0mph duh
2nd: 20mph
3rd: 30mph
4th: 40mph
5th: 50mph

Gear for cruising speeds:
1st: 0-5mph
2nd: 5-15mph
3rd: 15-25mph
4th: 25-40mph
5th: 40-125mph

Accelerating hard (I shift into gear at listed speed):
1st: 0mph
2nd: 32mph
3rd: 50mph
4th: 75mph
5th: 100mph

Redline is 6500rpm for the 1.6L DOHC, 5500rpm for the 1.5L SOHC.

Assuming stock gearing and stock sized tires, 1st tops out at ~30mph, 2nd at ~55mph, third at ~75mph, 4th somewhere around 100 or so (car won't accelerate due to wind drag if stock lol).

I'd try to move my shift points out a bit further if I were you for normal driving. Get out of first around 20mph, second around 30-35, third around 45-50, fouth to get up to highway speed, and cruise in 5th. I never got less than 35mpg in '98 with the SOHC, unless I was autocrossing.

My cars a bit different. Considering I have a turbo I got these top out speeds:

1st: 30

2nd: 60

3rd: 80

4th: 108

5th: 125? (havn't taken it that far yet)

What are the Tiburon 2.0 gears like?

Those are correct for the 1.6L. I was referring to the 1.5L, with the lower redline it tops out at a lower speed in each gear.

You guys know the gear ratios for every Hyundai are available on Webtech right? Plug those into a gear-speed calculator on the 'net to find out your top speed in every gear.
