NM I'll save you the trouble

( REMOVE NEGATIVE BATTERY TEMERIAL)Aight This is how you remove you VSS Limiter. You have to take out your intsurment panel first. There are two screws that are visible right above your panel, youll need a philps screw driver but not a long one because the steering wheel sometimes gets in the way. make sure your steering wheel is moved all the way down. then un screw the screws. next there are two screws on the buttom of the panel, but you cant see them unless you lift up that little flap of soft covering right above your steering column.unscrew those two screws. Now you can pull your black peice out. next you will see. 3 more screws. one on top and 2 on buttom. onscrew them and place them to the side. no pull your intsurment panel out slowly. look behind it because you can olny pull it out so far. there should be 3 wire clusters or wire harneses. carefully pull them out. remembering were they went before. ok next is kinda tricky if you look at your panel you took out there are black and clear clipy things that hold the Plastic see thru casing over the panel itself. becarefull and push these down one at a time and pull apart so u dont have to come back and do it over and over. Once this is complete you can get to your speedo Take off the black interface carefully and also take off the two little black peices. dont take off yout speedo face or gas and temp gages. Now turn your panel over. youll see a little black clyder like dives sticking out about a inch high. there should be two screws on the opisite side of eachother and then two little screws lined up next to each other going in a up and down way . undo these little screws ( all 4 ) and you speedo will come out make sure your going this on the ground or something so it dont fall and break!. It almost happened to me. Ok this is REALLY tricky I hope you have GOOD eyes cuz it took me a little while to find it cuz I did know wat i was looking for. the little glass tube is about "------" that long it looks like a fuse kinda. and its connected to a little circut board. Youll have to unscrew to little screws to get it off, mine were on the left side of the speedo. ( Remember I have 1997 Manual transmission. But im sure its all the same **** ) after you unscrew those screws you VSS limiter will be history just pull out the circut and thats all folks! put the two screws back in and put your vss somewhere. i just chucked the thing in my ash try ( I dont care ). put your speedo back into place and screw the screws back in snugly. place you black small interfaces on and put your big interface back on. Snap your clear cover back on the panel. Reconnect your 3 clusters. Put you panel back rescrew the 3 screws. place you black panel cover thingy back in and screw the buttom two first then the top two. Readjust your steering wheel. Start your car up and see if you have a check engine light on.If its not on yet it will be after you hit a certain speed or rpms. Keep in mine there are THREE speed sensors or govenors on your car. VSS, Tranny, and RPM, You took out the easy one. Go test you car somewhere but please becarefull. I was doing 135 like nothing down my dead freeway 215 its faster than it seems. So please drive safe and away from others Happy racing !!!!

I checked with the hyundai dealer about it, He was being a ass and wouldnt let me see the parts manual. He said there was no limiter in the dash of that car and it was all one unit. Which I do not believe, if it is not in the dash, then it's on the tranny. I have yet to learn about how to remove those types of limiters.
